A Japanese police unit who use giant anthropomorphic robots (called Labors) is caught up in a political struggle between the civilian authorities and the military when a terrorist act is blamed on an Air Force jet. With the aid of a government agent, the team gets close to a terrorist leader to stop things from going out of control when after the military is impelled to impose martial law.

A mysterious suicide and a series of unmanned robot run-aways sparks off a Police investigation into the suspicious software on-board thousands of industrial robots around Tokyo.

While W-0 is away, Leila and the remaining crew at base find themselves surrounded by Britannian Knightmares. With her core members unavailable, it's up to Leila to protect her comrades, but this may be much tougher than she realizes: a spy lurking among them is finally ready to reveal himself. On the other side in Euro Britannia, Shin, who made his benefactor commit suicide with the mysterious power of “Geass”, is appointed the leader of the Knights of St. Michael. As Shin steadily advances for the sake of his own ambition, he and his subordinates in the Ashura squad are given orders to deploy. The one that lives in order to fight, and the one that fights in order to live.

Ryo Saeba works the streets of Tokyo as the City Hunter. He's a "sweeper" and with his sidekick Kaori Makimura, he keeps the city clean. People hire the City Hunter to solve their dangerous problems, which he does with a Colt Python. When Ryo's not working on a case, he's working on getting the ladies, and Kaori must keep him in check with her trusty 10 kg hammer.

On a dark night, the Japanese police is raided by a spy. Different countries' intelligence agencies - such as England's MI6, Germany's BDN, and America's CIA - as well as the FBI's secret files are going to be taken, but public safety officers lead by Tooru Amuro arrive just in time. The spy steals a car and escapes. The spy and Amuro are then locked in a dead heat on the highway, and just as it is about to cause an accident with multiple cars, the spy's car is hit by FBI agent Shuichi Akai's rifle bullet and falls of the roadway. The next day, Conan and his friends go to a newly-remodeled aquarium in Tokyo. Under the main attraction, a Ferris wheel, Conan finds an attractive woman alone and injured. Her left and right eyes are different colors.

Shibuya, Tokyo, is bustling with the Halloween season. A wedding is being held at Shibuya Hikarie, where Detective Miwako Sato of the Metropolitan Police Department is dressed in a wedding dress. While Conan and the other invited guests are watching, an assailant suddenly bursts in, and Detective Wataru Takagi, who was trying to protect Sato, is injured. Takagi survived and the situation was settled, but in Sato's eyes, the image of the grim reaper that she had seen when Detective Matsuda, the man she had been in love with, had been killed in a series of bombings three years ago, overlapped with Takagi's.

The new frontier of Venus has degenerated into a dystopia ravaged by the civil war between Ishtar and Aphrodia. Bubbly reporter Susan Sommers arrives in the capitol of Aphrodia just before it's captured by Ishtar. She falls in with a bunch of teen-agers who live for a sort of motorcycle version of Roller Derby. Daredevil rider Hiro and his friends reluctantly join the struggle to free Aphrodia from the invaders. Not surprisingly, Hiro proves an ace at piloting the mono-cycles that are the Aphrodians' secret weapon in the key battle.

The Ark Fleet has been destroyed, and a significant number of the enemy's troops have been wiped out due to its crash landing. As the remaining forces of the Holy Order of Michael regroup in order to launch a final assault on Weiswolf Castle, the wZERO unit, along with their new ally Ashley Ashra, stand ready to intercept them. Meanwhile, with his Geass out of control, Shin moves to erase his younger brother's existence once and for all. But Akito, having promised Leila that he will come back alive, refuses to accept such a fate, and the two clash in their final battle.

Koichi Azusawa coordinates an assault on the Public Safety Bureau tower using his hacker Obata, locking down the building and kidnapping Inspector Arata Shindo. Azusawa demands that governor Karina Komiya resign from her position.
